I want to convince him to buy a new champ but hes very stubborn. Is there a champ i could recommend to him and he will enjoy. He plays

One can never have too much ip. I often keep 6300 spare in case rune pages go on sale. I really don't get why you're 'forcing' him to buy a champ... I'd strongly advise your brother to wait until after the mage update, as there are quite a few champs which will be 'new' that he may like.
The is nothing wrong with accumulating IP. I used to wait until I had 20k or 30k IP before purchasing stuff.
It worked out extremely well when I first heard that runes and rune pages would be going on sale a couple seasons ago. When the sale came, I had accumulated ~50k IP and had more than enough to purchase everything I wanted.
My brother really doesnt like mages or ranged champs in general. I think he did play 
some time ago but i dont know that he will be willing to try him after the rework.(he was free to play) i remember he used to play 
but HATED him after his rework.

Saving up that much IP is smart for buying rune pages. The only other reason to have that much is for a rename. Does he want to change his IGN?
