It looks like a common issue for many of us on the east coast, and it's probably not Riot's fault. Netflix found that no matter how many servers they built, performance was not increased. The performance bottleneck is actually the hubs controlled by AT&T, Verizon, and Comcast. Your connection probably utilizes a dozen such hubs on its way to Chicago. During "internet rush hour" (8pm - 12am), the masses are streaming Netflix, which consumes more bandwidth than any other internet application in existence. Netflix, unlike Riot, pays these internet mammoths tons of money in order to get priority hosting through the hubs. This probably forces connections like ours into lower priority, hence higher ping.
