Can "Top Champions" be switched / changed?
Or do they stay permanently once you've reached max tier?

I'm pretty sure that once you master multiple champions, the "Top champions" becomes your most recently played top champions. I don't know that for a fact (haven't mastered enough to test it out yet), but I think that is how it would work.
