How Do I Report A Booster?
I went to RiotGames Support and there's no longer an option to report a player. How can I report them?

End of game lobby doesn't have it anymore?
End of game lobby has never had "Report Boosted Account" - you can open a support ticket, but the ones I've submitted have had the "Thanks for reporting it... we'll do something, but wont' tell you what".
Just pick the most correct option for your support ticket. They will forward it to a Player Behavior Specialist.
