I want to see an app where I can test out some ideas I have for Soraka using things that are already in the game. Do you guys get what I mean? Kind of like a simulator where you can do new stuff. Anyone know anything?

All kidding aside no, only rito would have this stuff (i think). It would be very hard for some 3rd party to copy all the assets of league and implement it in a way that you could customize skills etc.

A bit laggy and I from what I have seen there are some bits missing but it covers just about everything. (For example Ahri didn't have the values showing for her Passive W or E)
