Players should be able to choose exactly how much RP they'd like to purchase

If you've ever purchased RP, you know why this would be good for the players. You want a 975 RP skin, but you have to get a 1380 RP pack at 10 USD.

Obviously this method is beneficial to Riot because players will buy RP they probably won't even use entirely, and having leftovers will also make them more likely to buy a little more to get something else (in a vicious cycle, because they'll probably have extra again).

Even knowing this proposition would be a loss for Riot, I'm going to propose it anyway; Let us buy RP in whatever amount we want. Instead of giving bonus RP for a certain amount spent, reduce the cost directly (instead of +80 RP for a 10 dollar purchase, reduce the cost by X amount for choosing 1300+ RP).

As you mentioned in the OP, the offset RP purchase/cost values are to encourage players to overspend and buy more content. I'm generally fine with the current setup, because over time it does eventually equalize.

its not going to happen. This type of buying digital currency is a business strategy! When you buy RP and have a little bit extra it entices you buy more so you get an even number, or until you have zero of that currency. This is why most games have these types of ways of buying currency. If you could buy any amount more often that not youll end up just getting a few amount of content (in this case champions, skins, ward skin, icons) than always having to get more RP to even it out!

Microsoft was successfully sued for this type of system.

It's a crappy business model for consumers. I haven't bought any project skins because I can't make the $ and points work out.

Should the points and $ be more straightforward? Yeah. Is it the end of the world. Not really.

This might possibly make it a flat conversion from $ to RP, which would mean buying more would not give you a lower exchange rate. I think that is how it would work. Not necessarily better or worse. I personally do not have a problem with the current system.
