Honor Badges?

Is it just me, or is the Honor System completely dead? I see an honor badge like every 1/100 games, and that might be slightly generous. Nobody is friendly enough to honor their teammates or enemies after a game, people just want to instantly get back into another game most of the time. I'm surprised the function hasn't been revamped in some way or removed yet. Any thoughts?
