Ever watch the Jimmy Kimmel show? At the end of EVERY episode, he apologized to Matt Damon, who he said would be a guest, but every episode, there just isn't time, and he's sidelined. That's the joke.
Poppy is Riot's Matt Damon. Poppy has been "next in line! Confirmed! Very next champion!" For we'll over a year. It'll keep getting slid until people catch on and don't think it's funny anymore, then they'll just stop promising things.
