Question regarding time to rank queue

Is there a good time to queue up for rank? I mean so you can expect partially fair matches (when you look at mmr / tiers people are in)? I am silver 1, and I am trying to get to gold, but I keep getting matched where my team is all Silver ranked (either unranked or silver 5 to 1 with MMR around 1200 to 1500) against teams that are mid gold to low plat. I would normally think to myself eventually I'll be placed against a bunch of bronze players because hopefully I"ll eventually be on the side where my team is just a ton higher mmr, but I have yet to see any game where my teams average MMR was 150-200 above my opponents like I'm normally seeing. I'm wondering if I am just queuing in bad times where there are so few players that they think "Plat vs silver? seems good enough"
