Rylai's changes is nothing but a straight up gutting
I thought there was a talk about splitting the item into two parts, namely one is HP/AP & the other something to do with Mana?

i think they may as well just delete the item and then try to re-balance all the individual champions who were reliant on it. They hit the passive hard and dumpstered the stats on it anyway. It's super gold inefficient now.
The splitting into two items was just a suggestion from someone on the boards, and the mana/cdr idea was ruled out a while ago.
