Because i know he's getting fixed around patch 6.24 so I just wanna know how long he's been bad patch wise
that way i'll know how long i have to wait for

I think it was the patch where they removed the knockup on his E where everyone abandoned him
Taliyah was originally bad- they buffed her by giving her Q +50% bonus damage to minions, and then she was good (enough to see LCS play). Then they removed that bonus damage and changed her E to vector cast and now she's back to her bad state.
Of course both champions are still very skill intensive and have massive potential, and I personally think that you can still carry with them if you are a dedicated/skilled enough player.
