Yup, all you do is forge the icon associated with the skin you have (must own both by the end of the event on the 16th).

If you buy the skin after the event, but save your project cores and blueprint, would it still be possible to get the border? Or do the blueprints have to be used during the event? Because I know they said project materials will stay in your inventory after the event is over.

No, you'll need to own both the skin and its crafted icon before the event ends. Once the event is over you'll be able to disenchant the excess materials.
