Opinions if Smite/TP top can still be a "thing"?
I may want to recreate this old top lane meta with my Sion or other tank top laners I bring. What do you guys think?

I'm not really sure what made it so popular (streamer? Lcs?), but I don't think much as changed against it since those days. Now you can just run to Scuttle or something and Smite it for decent HP gains. I don't think the numbers on Red Smite got changed so its dueling potential should still be there, and the %bonus hp on Sion should work just fine. If you're looking to replace flash, then I'd say go for it. Especially after the Exhaust nerfs, Red Smite is even more useful in duels as a mini exhaust and mini ignite all in one. It is a gold sink early game just to be able to get use out of a summoner spell, though, which is supposed to help you right off the bat. If you're okay with cons, I dont think any NEW factors have been introduced to make it any worse.
