Are you talking about at level 1?
That's a real top lane strategy. You hit level 2 off of the camp. You recall, you buy an extra item or get pots/wards, and then teleport to lane.
If you do it and your lane opponent doesn't, you go to lane with a slight item lead and a significant xp lead and can proceed to bully non-stop (makes the ward option worthwhile since you'll probably be ganked first).
If your opponent doesn't: well either you can do it and be even, or not do it and face the problem above. Your only edge is you have teleport... a lot of good that will do you.
As a jungler:

Let them know your clear path. I start gromp>wolves>blue>red, so I let them know I want wolves but they can take Raptors or Krugs. If they want to do the strategy they should know exactly what camps they can handle at level 1 (I had a Kha'zix die to Krugs and whine that it was my fault because I wouldn't let him do wolves, honestly not my problem Jungler gets first dibs).
Camps respawn quickly enough that there's no way you should be clearing all 5 other camps before his camp respawns. If it is the case, you're probably clearing quite healthily and should either go for a gank or at least provide vision with a crab kill.

You can still ask for a ward at your other buff. The top laner can wait at the buff until 1:50 and throw down a ward there or near the jungle entrance area. They don't want an invade either, as most tops will get REALLY low health starting a camp (it actually makes me wonder why more people don't invade late and get a free kill on the top laner).

You get level 3 off of 3 camps, so it's irrelevant if they take one that's not your first 3. And laners will always blame the jungler for not ganking. That's a legitimate problem but it has nothing to do with taking an early camp - people are just jerks.
