An idea for a IP sink

I was thinking that it would be nice for long time players (or anyone really) to be able to dump IP to unlock champions for pre 30 accounts. Kind of like a wish system. A system where players can unlock a champion for a random pre 30. The system then sorts out who gets the champion by allowing pre 30's to wish for a champion. Then the system sends the champion much like mystery gifting. The plus to this is that Riot could even use it to pair 30's with learning pre 30's to develop learning and community. Anyways that is my little idea a bit raw and not a full idea but the start of one.
