How to get Riven?

I want to get Riven and her arcade skin, but I only have 1355 IP. I want to get Arcade Riven while she's on sale, too. Please it's my birthday, could anybody recommend a way to get her without spending RP.

You have to earn the IP alas. As for the skin its only RP end of story.

The most you can do is try to send something to Riot and see if they are willing to do it. But I wouldn't hold my breath.
