Why ban players if they are just going to make alternate accounts?

I know permanent bans are supposed to remove the toxic players from the game, but in reality almost all toxic players will just go and make another account to circumvent the ban. So the only "real" punishment for a ban is losing the progress they made on their main account? I know Riot's tests with player reform through secondary accounts had around a 5% success rate, but I can imagine it being even lower without the system. What's the point in reforming if you're not going to get anything back? Toxic players will just grow to be averse to spending money on the game and learn not to get attached to their accounts. At the same time, what can Riot do about this? An ID ban is only really effective if the player is well known enough within the community to be able to be identified, and an IP ban is easily circumvented through VPNs and IP changes. Therefore, it would seem that Riot's only motivation for banning players would be to force them to spend RP on things that they had already purchased, which seems highly unlikely and practically like a conspiracy theory. What are your thoughts on the matter, and what could Riot do to a) reform toxic players who will continue to play the game, or b) prevent toxic players from continuing to bring down the community at all levels of play?

Because a large portion of permanently banned players do not continue to play League. A large portion do continue, but if even 25% don't ever come back than permanent bans get rid of 25% of toxic players permanently.

Permabans aren't hopes for them coming back to reform, permabans are hopes of them not returning, but there is nothing that can truly be done to stop them from returning if they wanted.

The way I see it there's only so much one can do to encourage players to reform and/or keep displaying good behavior as well as only so many chances to give before a player needs to be forcibly removed from the game. Some things we have for good behavior include:

Access to Hextech Crafting, which lets players potentially unlock everything for free eventually. Occasional rewards such as Key Fragments for HC via the Honor system. The ability to play the game without fear of being unjustly punished for something one didn't do.

Could there be more incentives for good behavior? Sure, but even then some players are just dead-set on making other people as miserable as possible so those rewards wouldn't matter to them. For the truly toxic individuals the message that actions have consequences needs to be continuously hammered home until they either shape up or ship out. Thankfully there are some people out there who eventually learn that lesson, even if it takes being permabanned to do so.

No system is or ever will be perfect, and the IFS can and should do a better job at tracking down and punishing all forms of toxicity (especially intentionally trolling/feeding/afking), but as it stands right now the IFS does do a good job doing it's job if that makes sense.

That said, it will still take a group effort by both Riot and the community to crack down on behavior we deem unacceptable. Times are changing, and more and more people are starting to get the message that internet anonymity doesn't mean immunity to consequences of poor behavior. This may sound cliche but the ones that learn prosper in enjoyment and relative peace so-to-speak while the ones that don't wallow in despair and frustration, again so-to-speak.

I think what the Djinn said, is not even close to the reason for permabans.

It is the time to level to 30, and then to buy 20 champions. It is the loss of real money, "invested" in the account. And at last place - the rank itself.

If someone have the coins for buying account, doesn't give a crap about skins, runepages etc... and can climb with ease to diamond, permabans do very little.

Riot knows this, and we know what riot does in such cases :)

Why are people downvoting my post? I'm genuinely interested in creating a discussion that seeks to improve the state of the game. I feel like a lot of people simply downvote based on the title, as advocates for player reform are somewhat disliked around here.
