Shyvauni3 votesnot really, a low play rate would cause a higher win rate for many reasons. A high win rate + high play rate is when red flags should be considered.

- a lot play rate but high win rate means the few who do play are probably pretty good with that champion but that means people who are trying to play that champion are finding themselves losing more often then winning which leads to less people sticking with it ( ryze syndrome )
- 46% win rate is extremely low which means again "A high win rate + high play rate is when red flags should be considered" makes no sense
- you didn't even consider comparing leesins stats against all current meta junglers http://www.lolking.net/champions/leesin compare it yourself, he falls behind in every single category other then his play rate
- all the way up to plat ( which riot balances the game around outside of pro play changes ) leesin and sej maintain those winrates so it isnt the case of katarina/master yi syndrome where they are just low elo pub stompers this means across the board leesins struggle to win and sej's generally dont so you can actually factor out popularity being a cause of sej's winrate.
