Kha's lore is that he grows more powerful with each kill. Rengar's bone necklace passive is that he grows stronger each kill.

Mixup or...?

Rengar probably getd more proud when he gets trophies. Perhaps in his pride, he really gets into his A game, which is why his necklace is maxed out at 20 stacks?

As for Kha'Zix, he gets stronger through adapting to his situation. This is shown pretty well in his upgrades every time he upgrades his ult. His passive is based on doing more damage to isolated prey because he's an expy of a Xenomorph from the Alien series. The Xenomorph in the first movie had a thing for sneaking up on enemies who split up. Unfortunately, Rengar sort of does the same thing, the only difference being that Rengar can't bail from a bad situation if his attack fails.
