On EUW they say NA Forum is toxic, but I am browsing a bit the new boards and still haven't found any sign of toxicity and I even got welcomed by some NA players :P
And I'm actually preferring NA Forum to EUW, at least there is Rioter presence here :/
Well, the main reason is that these new Boards are populated by mainly Beta testers as this is still the beta version of the new forum layout. The old forums (specifically General Discussion) is probably where that reputation stemmed from. I know I'm personally trying to prevent that from happening again here, and I don't think I'm the only one.

There is quite a bit of toxicity in game, but very very little in the forums. It's a good thing the toxic people don't go to the boards huh?
(I posted earlier about players in game being toxic, didn't see that you wanted to know specifically about forums. Sir ArmaMalum probably has more insight than I do, I've only been on the forums for a few weeks now)

Go look at the GD for NA. GD is pretty much run by 12 year olds. Most of the normal forum users have not come over yet.
for one, these beta boards look really nice. Secondly, I guess because some believe that the NA forum back in the non-beta is not very helpful (I had a hard time trying to find answers to my client error back then when I finally figured it out myself a few days ago and started playing)
However, I have seen a few players in the game already, and so far they aren't really that bad, I even made a few friends. I probably have just scratched the coin though, I'm rather new! :P
