What happened to the Tribunal?

When I started playing back in June/July, the Tribunal was "in Recess" already. Just wondering if someone could fill me in on what happened to that? Seems like it was a good idea.

Also, if it's no longer used, why does Riot keep the Tribunal stats in the little "Did you know" bits at the loading screen/game beginning?
