Just had a question about Riot's system of balancing the game

So I watched their preseason video today on the League of Legends lobby, and at the end of the video they said " we will appreciate any feedback on these changes." My question is, when we DO give feedback, how come they don't listen anyway? For over half a year, everyone was ranting about Vayne being OP and unhealthy as a champion, and then Riot eventually listened by nerfing her base AD by 3. Rofl gottieem! They just ignore the issue the players are ranting about, and change something entirely else. Oh Vayne kiting and killing everyone is OP? Better nerf her by 3 ad! Leblanc has too much damage? Better nerf her chain projectile speed!

I don't get it :P

Sometimes the feedback players give is contradictory or just bad advice. For instance look at the juggernaut rework. People though skarner would be too weak and advised more buffs. Skarner had a 60% winrate on live and had to be hotfix nerfed. Garen's E slowed him when he used it, and there were 3+ threads upvoted to the top of boards asking Rito to remove the self slow because Garen would be too weak. Rito listened and Garen had to be nerfed 3 times to still be banned almost every game even now. People said Darius was too weak after the Juggernaut update so Rito buffed him the next patch. We all know what happened to Darius (91% banrate 99% pick/ban at worlds, etc). I understand why Riot doesn't always listen to our feedback.

On to the main point of the thread, "listening to feedback" doesn't mean "do what someone tells you to".

They listened to feedback and discovered that players thought that Vayne was too strong. They noticed that Vayne's early game was stronger than it needed to be given the late game power everyone has come to associate with her and so nerfed her early game. Base stats make a big difference.

They listened to players saying that LeBlanc was bursting people without counterplay so nerfed her chain width, effective tether range and jump speed so that players could respond. Hello counterplay!

They listen, but they have more experience balancing a game then their players do. They have a good idea of how changes will play out and a responsibility to ensure that as many champions as possible are allowed to be viable (just nerfing LeBlancs damage, for example, would have just sent her to the bottom of the champion pool). They aren't perfect, but they aren't bad.

Why would they give Vayne a heavy nerf right before the marksmen update? And why would they nerf Leblanc's damage (again), when thats literally all she has anymore?

They do listen to feedback. Problem is, most of it's not worth listening to.
