You deal 2.5% increased damage to targets with impaired movement (slow, stun, snare, taunt etc)
Does this mean I deal more damage to enemies who have CC like Morgana? Or does it mean I deal more damage who are CC'ed?
It's the latter. If an enemy is CC'd, you'll deal an extra 2.5% damage.

So clearly Diamond tier players think that mastery is useful for malz, but why? Malz has no stun aside fromt heir ult, and he can't don't anything while his ult is engaged, and once he disengages they aren't slowed.
So I just assume it means that it's stackable with items like Crystal Sceptre.
