Is Joke/Taunt spamming reportable?

Just played against a Garen at top lane. Somehow from early-mid game, enemy is getting hella fed & we're starting to lose our balance. We're already struggling out our best to make a comeback, and during that, the enemy Garen just kept on spamming his Ctrl+1 & 2 emotes in front of us. It's pretty taunting and kind of rude, as if he's giving out the "1v1 me u n00b" message at us (we know he's the noob in our hearts since he had to use a Juggernaut).

People saying "gg ez" is reportable since it shows no sportsmanship, and just wondering, are behaviors like this is reportable as well?
