So why are we allowing players that were permanently banned to make new accounts?

I mean, the phrase is "permanently banned". Creating a new account doesn't sound like they are being kept out of the game.

How would you go about proving that they are the same person as the toxic one who was banned? IP addresses change and there is no subscription to ban them through a credit card number or something.

You can't just swing that perma-ban bat aimlessly, it would be horrible for business.

That isn't really too true. Riot and League in general is so popular they can easily ban even a million people and it wouldn't even hurt their earnings much. You have to think. How many people actually even pay for the game. Since this is a free game, like all other free games, I am safe to assume over half those people never spend a cent. So how would it hurt them banning them?

Most people are smart enough to know if they put money into this game that they won't go too far. The ones that troll often are literally worthless as far as Riot is concerned.

And while its impossible to truly keep people out if they want to get back in, how many people can you honestly say actually will go through the effort to make a new account and start at lvl1 just to troll again? Most would probably have their laughs til they get banned and move on.

Accounts are permabanned, not people.

Aren't their exceptions to this like XJ9 who keeps getting permabanned constantly?

There. And yes, it's an exception because he was unbelievably harmful in game, on the forums, to people who knew him personally, in real life and all because of his addiction to the game.
