So why are we allowing players that were permanently banned to make new accounts?
I mean, the phrase is "permanently banned". Creating a new account doesn't sound like they are being kept out of the game.

How would you go about proving that they are the same person as the toxic one who was banned? IP addresses change and there is no subscription to ban them through a credit card number or something.
You can't just swing that perma-ban bat aimlessly, it would be horrible for business.
Accounts are permabanned, not people.
