I don't understand this. Isn't Tenacity includes slows as well? Why does it also has to mention "Slow Resists" as well?

Tenacity only reduces the duration of a slow. For example, a 50% slow for 3 seconds with Tenacity will be reduced to a 50% slow for 2 seconds.

Slow Resist reduces the effectiveness of a slow. For example, a 50% slow for 3 seconds with Slow Resist will be reduced to a 35% slow for 3 seconds.

Note that the numbers are completely random and made up.
