Is Riots NA server slow today or something?

Iv'e been trying to download the latest skin patch for Vel'koz but I can't even get past 32%. Before on the first two times I was downloading it it would sit at 0% and then randomly get to 2%. Then the following time it went up to 32% but didn't update further. Every following time has been slow as hell. I tried restarting my computer, but that hasn't worked. My internet can be slow, but Google Chrome isn't slow so its not my internet. All I wanted to do was play Brand mid and have fun but I can't even get on anymore because Lol won't update. Is it Riots server or something? Or is it just my version of Lol getting corrupt somehow? EDIT: I actually had left League updating after it hit 10% and went to do other things. Eventually I come back and its done, so I still don't know why it took so long.
