I dont get Riots matchmaking

my team had 2 pre 30 players matched with a silver vs 2 silvers and high bronzes... i understand me getting matched with higher ranks because my MMR(according to op.gg) is a few divisions above B5 but why are level 25 and 27's getting matched into these games granted the 25 fiddle played great but still?

the under levled are either your skill level or smurfs. least everyones within a divison away. ive seen enemy teams like all bronze/silver Vs plat/diamonds

This is normals though, so they are just trying to put the good with the bad. The ranked one is much worse.
