Master Players displaying Superiority

So lets say a Master level player were to start a new account, get it to 30, then play in Norms, takes TP and Flash on a Mid champ.

Types in all chat, "I don't seem Summoners to win," TPs into lane (to look flashy) and then wastes his Flash before starting to CS...

and then proceeds to solo carry the game (getting ridiculous KDAs) while wasting his Summoners whenever they are up. When asked about it, he simply says "its just norms." Sometimes, this does cost his team the game but because he is a Master, he can get away with it most of the time and win.

Do you think this sort of thing ought to be actionable?
