Can Jinx get a little bit weaker of an early game?

Let's ignore the 33.15% pick rate while still having a 53.05% win rate for a second. Jinx is really really strong late game. This is fine, as usually late game champs are able to be shut down early (Vayne and Nasus are examples). The problem is, Jinx isn't exactly weak early game. She can push the wave, is one of the better duelers, and has some CC with her. Now that it has been a second, Jinx's pick and win rate is very high, and there is a reason for it, she is super strong right now. Just my opinion at least.
