Why are a lot of the legendary skins for off meta champs?
Teemo, nocturne, nasus, veigar (not really), tryndamere, galio. Then the ultimate skins are all off meta. Like why?

The meta changes constantly so it's kinda hard for Riot to have legendary skins for current meta champs
Well Nocturne use to be meta when he got his ultimate skin, and just because the majority of players don't play him right now (not in meta) doesn't mean he isn't good. He is a sleeper pick right now
