Then how about Riot detecting if a person really dc'd or if they just quit and if they really dc'd drop their rank by a full grade? Gold goes to silver, silver to bronze, etc. And this should be for any mode.

Of course riot would have to do some real work to detect true problems on their end vs. someone just quitting. It might require riot detecting their IP address and the route to the servers and then verifying that the route is still there, but that the person is not. I've always thought an out of channel (i.e., NOT the client to the game server) means of detecting someone having internet problems, riot's server problems, or any number of the summoner not being able to control a dc would be appropriate.
