I believe that's a PBE feature, not something they added to URF.

Just out of curiosity: What did it do?

Equalized the turret and gold. If a team is winning they could vote on it (like a surrender vote) and if it passed, they would lose as many towers as the other team, and equalize the gold amount

Huh thats interesting. And sounds like a fair feature to have for PBE... Not sure how it would go over if it was a thing for live though. I shudder at the thought.
