Anyone else bothered by "Majority Vote" Surrender?

I just like to put this out there as something that always bugged me about surrendering. So we have 5 people on each team so you would think that if 3 out of the 5 (60%) voted to surrender that it would but it doesn't you need 4 out of the 50 (80%) which is a lot more then what a "majority vote" is. Though I just finished a game where my friends computer restarted (it happens to everyone at some point) though when we have a surrender vote because he didn't join the game not even 4 minutes into the game 2 out of 4 (50%) was able to surrender and start a new game. Yes this is majority of people voting to surrender but why is this not working if 3 out of 5 (60%) which is a higher percent. Like I've had multiple games where I knew we were going to lose I was in that game for about an hour just because only 3 out of the 5 (60%) only surrendered. I might be ranting a little bit too much though I also want to hear other peoples opinions on this?

Absolutely hate surrender the way it is now. 2 people holding the game hostage aren't going to carry the three others who want to quit.

Basically if 2 say no and 2 say yes, they don't want to give that 1 person literally the ability to surrender by his/her own vote. Reason for it being 4 to 1 is that so at least 2 extra players will vote for the game's conclusion. They want to spread that power to another person. A 4 to 1 vote is also more convincing that 4 out of the 5 players just dont want to try anymore rather than, ehhh 2 players want to still play. 2 players not giving up and having the mentallity of winning will make the game much more decisive rather than 1 player carrying. Like an ADC and a support can pick off people and actually win the teamfight to a win, an ADC by him/her self has no peel or protection to carry the game and ace the other team.
