You don't say well played to your opponents when they lose hard :^)

It's not meant as an insult and if you are taking it as an insult because your team lost super hard then you sir are just being salty. Now on the other hand if the enemy team is saying stuff like "EZ", "Get Rekt", or other things of this manner then they definitely deserve reports for bad manners.
There's no standard definition of "Well played". Even though their team as a whole may have lost hard, your enemy laner may have done very well. Or maybe they were great sports about being down a man. Regardless, it's up to whoever is saying it to determine if it applies.
The only time I don't say, "Well played," as the game ends is if the enemy team as a whole intentionally threw the game. If they tried, I appreciate it, regardless of who won.
In ARAM, it's entirely possible for a team comp to make a game almost unwinnable for one team. If the team with a disadvantage still tries instead of giving up, I consider that well played. Why? Because they actually played. You can do well without doing well, as long as you do the best you can with what you've got.
it just means they did well with in that particular situation.
