Please stop punishing people for dodging in their series

I understand taking away 3 or 4 LP outside of series to discourage people from doing it all the time, but apparently this season if you dodge queue you go back to 97 LP. I just don't understand why we have to be punished for not wanting to have 3 junglers cause the 2 last picks don't understand pick order.

Side note: Put a report button in champ select.
