Ok, so, question about Veigar.

I know Veigar was made for mid, but would he do well in top? I asked other players I knew IRL and some of them went for it. Others shot it down immediately, saying that because it wasn't meta it had no chance of working. I ask this because I've seen it happen before and players who did it had good-ish scores. I mean I've seen him as ADC, I see him as support frequently, and even jungle a few times, so why not right?
