Do trolls get punished in this game?

I continue to find people who play to ruin the game of others, just lost a ranked match (like the nr.100) with a troll in it.

This guy was playing Lee Sin Jungle, everything seemed fineat champ select, then when the game started he didn't say a single word the whole game, and only stayed top , pushed and died. All game like this.

So first of all why the fuck do i have to lose like 20 LP for an invalid game like that, second, Do idiots like him get punished? Do REPORTS DO GODDAMN SOMETHING or what, i continue to find these people almost daily....
