They can't do that for various legal reasons. Some countries do not allow any kind of tobacco/alcohol marketing to children, meaning LOL will be restricted to only adults, meaning Riot will lose a good chunk of player base, and profit. But, I don't see why Riot couldn't make a downloadable patch for regions where it's not illegal, that adds that cigar. Maybe they're too busy counting profit/fixing stuff that matters.

Yeah it's not happening this is one petition that the amount of signatures won't matter just not cost effective
