Victorious skins

Wouldn't it be better to release the victorious skins to be available to those who are gold and higher DESPITE the season they were released? I know many great Jarvin players who weren't playing when his victorious skin was released and are well deserving of it. Victorious skins and any upcoming victorious skins should be available for ALL not those who were playing in a specific season.
