What's the point of typing anything in a report now?

So from what I understand, everything is becoming more automated and will be taken directly from in game chat. (If it's automated, I think it should include pre/post game chat as well, but that's not the point of my post)

So my question is, what's the point of writing something after reporting someone? Like, for example, I'm playing on NA and I understand spanish. I get a person who's speaking spanish on my team and I'll generally translate what they're saying for the rest of the team, if possible. (No, I don't consider it troll if they speak only spanish. There are many english only speakers invading LAN which is for LATIN america) Suddenly they start throwing a hissy fit, cussing and throwing insults around. I stop translating and generally mute them at that point. At the post game lobby, I report and leave a note telling whoever reads it that they need to translate his words because he was saying some pretty nasty stuff.

A person on the tribunal would have recognized that, gone to google translate, and seen the filth that was spewed. So would a computer be able to recognize that? This person didn't say a single bad english phrase, yet was still completely toxic.

I'm not trying to insult the system; I'm glad its removing the human element. I know that many people would be tempted to pass just because someone reacted to a troll negatively, even though you should control your own emotions and not let a troll influence how you treat others. I'd just like to understand how it works better.
