I've played a multitude of games of ARAM, and won a fair portion of them, but I still haven't received a key. I played one Summoner's Rift game and received one though, and I'm just wondering, are keys also Summoner's Rift exclusive?
Officially, key frags are available from any matchmade mode. The chat restriction support article further specifies that matchmade games are ranked, normal, and Co-op games.
No one knows the drop rate for key frags though, and there's some speculation that Riot's already been adjusting the drop rate. As such, it's been hard to confirm.

All this has been is a ploy for new players. They are giving out a free champion to new players.
