Hextech Crafting: Re-roll vs. Disenchant

Hey, I was wondering if there are any differences between the skins you get as shards and the permanent ones from Re-rolling 3 shards. For example, is there the same drop rate for Legacy skins? Additionally I want to know, if re-rolling a skin is actually worth it or not. Let me know whatcha guys think :p

only reroll if you have 3 skins of low value, then the risk is actually worth it. otherwise just disenchant
