It's more like 95%. Everything until Plat III is absolute garbage. Plat I, II, III and Diamond V are filled with trolls and amongst the most toxic players you will find, but sans trolling, they are decent at the game. It really is amazing to see how terrible the "top 10 percent" of players are once you reach Gold I to Plat IV. You really think to yourself, "wow, 90 percent of League players are WORSE than this?" It's really, really hard to fathom.
