Let's talk about Banshee's Veil

Since it's preseason maybe we can talk about the situation that Banshee's Veil is in. With it's passive being triggered by a slight breeze on a clear day in the jungle and the power budget riot gave it. This leaves this item in a very weak state. It's passive is so bad. Spirit Visage has a better passive for tanks since it works with Heath Regen. Any other opinions on this item?
