Is LoL more GPU or CPU dependant?
I'm looking to build a new PC, and plan on Purchasing a EVGA GTX960 SSC (4GB Ram) along with an AMD FX-8350 Octa-core processor.
Should I be spending more money on my GPU or CPU in terms of playing/recording league?

Trust me besides the recording/playing you're doing fine. I can record league with Window 10's Game DVR and play league fine. My setup right now is a i -4590 and a GTX 960 OC 4GB. Right now my average frame rate (not recording, although it doesn't effect my machine like at all.) is around 180 FPS on the highest of settings. So what i'd recommend is looking at storage. Also i'd recommend looking at either AMD's new RX 480 which is $20 cheaper and will probably have better performance, along with thinking about your storage setup.
