Recently I've been playing Singed and I laned against a Teemo today. I couldn't farm or do anything, he would just harass me whenever I came close and I started with

If you're just absolutely dead set on playing singed, you sit in lane until 6 and soak exp. don't even try to farm unless under tower. then you proxy farm and feed to win.
Other than that, play

First of all start corrupting potion, then try and save up for a specters cloak, this makes it so you can survive his poke and farm, and with the dorans ring you should buy afterwards, you should be able to duel him with your ult. Also banshees veil is better against teemo.
