Fire and Ice death effects?

Ive seen this in a couple of youtube videos, everytime someone would get a kill, they explode into a ice shard or into a ball of fire.

How do you get this? Is it purchasable? Unlockable? I want the fire one like, yesterday.

The fire/ice death effects are available when you use the Team Fire or Team Ice All Star summoner icons. Unfortunately, they are not available for purchase anymore, at least not that I can see.

that effect is diabled now, it was only a promo event
