Tribunal is always in recess......

Out of the millions of players who are online daily, there has to be a lot of reports coming in. And I'm sure that most of those reports should result in a case being built. So my question to you guys is, if the tribunal is open and being used daily, then how come no matter what time I check, it always says its in recess. I asked riot this question and they sent me an email stating that they only do 20 cases a day!! That doesn't make any sense...Millions of people play per day!! I don't understand how it's in recess daily. I'm having a hard time understanding how you are running out of cases if that is what the situation is. I run in to toxic players everyday that I wish I had the power to ban lol no joke. So whats the deal here riot? Why is court always closed!!
