Why are toxic players not punished?

I just played a game and our top lane Garen intentionally fed the entire game (10 deaths during lane phase, 21 total) and lost it for our team as the fed Irelia facerolled our entire team. The next game the same guy was on the opposing team. His team claimed in all chat that he wanted to go adc annie, then afk'd two minutes into the game. Afterwords one of their teammates said that he ruined the last game of the night for them, and I felt the same way the previous game. It's just disappointing to have to play with a community that can so easily get away with intentionally ruining other player's experiences. /rant.

They do get punished, just not right away, because the manpower needed to accurately punish immediately is huge

Nothing wrong with annie adc, i've carried matches as annie adc before, her q provides a limitless amount of mana and a free stun with a 2.5ats and crits = some dead marksmen. oh and you get a bear. not quite as good as adc malz with his ungoddly voidlings but its close behind. as for the 2 min afk im guessing someone during load screen was taking forever and they minimized the window to do like otherstuff since lol isn't everything to everyone. you should count yerself lucky they even came back. as for laning against an irella im sure you whining to them about them getting bent over backwards didn't help the situation. irellia is a beast and you can't seem to do jack shit against her, shes like a yasuo that gets an early double, but with a single kill.

I mean you cant expect them to ban every single person who gets reported! if thats the case everyone probably would have been banned from this game! Dont get me wrong the way this person is playing is unacceptable, but it also takes into account of who reports him. Were you the only one reported him? how often is he doing this? If this is a one off thing should he be banned from the game? Im sure if he continues to act like this and people are reporting him he will be ban. If it was him just having a bad day im sure he will learn that this type of behavior isnt acceptable and will probably do something different instead of acting like that when having a bad day!
